      目的:了解云南省药品集中采购政策的实施效果,发掘政策利益相关者所关注的问题并提出针对性建议。方法:采用层次分析法和模糊综合评价法构建评价模型;数据由发放至利益相关者的调查问卷获取,同时运用Excel 2013、SPSS 17.0等软件对收回数据进行信度和效度等统计分析。结果:发放510份问卷,收回501份,回收率98%;云南省药品集中采购政策总得分为76.6860,处于较好水平,其中医保影响和医疗影响分别得分为82.9980与80.9980,均处于非常好水平;而可及性与医药影响得分分别为78.1940与69.0880,均属于较好水平。结论:云南省药品集中采购政策的设计初衷及目的基本实现,政策主要利益相关者的评价总体呈现优良,但是医务人员对药品质量疗效的认可度不高,可负担与可获得性仍需要进一步提高。建议加大政策宣传力度和扩大药品知识普及范围,减少患者受不良信息误导购药情况的发生,同时药品的供应需要全行业协作保障,卫生行政部门、医药企业和医院应充分利用角色优势,并通力合作,努力保障药品供应。

      Objective: To understand the implementation effect of centralized drug procurement policy inYunnan Province, explore the problems concerned by policy stakeholders and put forward targeted suggestions.Methods: AHP and fuzzy comprehensive evaluation were used to construct the evaluation model. The data wereobtained from questionnaires sent to stakeholders. Meanwhile, Excel 2013, SPSS 17.0 and other software wereused to analyze the reliability and validity of the recovered data. Results: A total of 510 questionnaires was distributed and 501 were recovered, with a recovery rate of 98%. The total score of centralized drug purchasingpolicy in Yunnan Province was 76.6860, which was at a good level. Among them, the score of medical insuranceimpact and and medical impact were 82.9980 and 80.9980 respectively, which were both at a very good level.The score of accessibility and medical impact were 78.1940 and 69.0880 respectively, which were both at a goodlevel. Conclusion: The original design intention and purpose of centralized drug procurement policy in Yunnanprovince have been basically achieved, and the evaluation of major stakeholders of the policy is generally good.However, the medical staff 's recognition of the quality and effi cacy of drugs is not high, and the aff ordability andavailability still need to be further improved. It is recommended to strengthen policy publicity and expand thescope of drug knowledge to reduce the occurrence of patients misled by bad information to buy drugs. At thesame time, the supply of drugs needs the cooperation of the whole industry. Health authorities, pharmaceuticalenterprises and hospitals should make full use of their role advantages and work together and cooperate to ensurethe supply of drugs.
