| 目的：了解池州市不同等级医疗机构麻醉药品、精神药品管理和使用现状，为卫生主管部门制定与改进管理措施提供参考。方法：依据《安徽省医疗机构麻醉药品和精神药品管理实施细则》，对某市 2020年医疗机构麻醉药品和精神药品(以下简称“麻精药品”)的管理和使用现状进行调查，同时对参与该类药品管理人员现场提问，并对调查结果、问题答案进行统计分析。结果：各级医疗机构麻精药品在使用管理过程中存在管理缺陷。如医疗机构对麻精药品管理者的培训缺失、处方书写不合格、药品登记及储存保管不规范等，尤其个别一级基层医疗机构存在调配麻精药品人员资质不符合要求。结论：医疗机构需要加强麻精药品管理知识培训，并根据法规要求制定本单位的麻精药品管理的实施细则。尤其要加强对药学专业人员的培训力度，助力开展麻精药品处方的点评工作，提高麻精药品处方合格率。 |

| Objective: To understand the current situation of the management and use of narcotic drugs and psychotropic drugs in medical institutions of diff erent levels in Chizhou City, and to provide reference for the health authorities to formulate and improve management measures. Methods: According to the "Implementation Rules for the Administration of Narcotic Drugs and Psychotropic Drugs in Medical Institutions in Anhui Province", an investigation was conducted on the current situation of the management and use of narcotic drugs and psychotropic drugs in medical institutions in a city in 2020. At the same time, on-site questions were asked to the drug management personnel involved, and survey results and answers to questions were statistically analyzed. Results: There are management defects in the use and management of narcotic drugs and psychotropic drugs in medical institutions at all levels. Such as the lack of training of narcotic drugs and psychotropic drugs managers in medical institutions, unqualifi ed prescription writing, and irregular drug registration and storage, etc., especially the qualifi cations of personnel who dispense narcotic drugs and psychotropic drugs in individual primary medical institutions do not meet the requirements. Conclusion: Medical institutions need to strengthen the knowledge training on the management of narcotic drugs and psychotropic drugs, and formulate the implementation rules for the management of narcotic drugs and psychotropic drugs in their own units according to the requirements of laws and regulations. In particular, it is necessary to strengthen the training of pharmacy professionals, assist in the evaluation work of narcotic and psychotropic drugs prescriptions, and improve the qualifi ed rate of narcotic and psychotropic drugs prescriptions. |
