      目的:为医疗机构中药委托代煎信息化管理能力的提升及其监管模式的完善提供参考。方法: 基于代煎服务相关政策分析和文献研究,回顾上海市医疗机构中药委托代煎服务相关规范性文件、法规,分析信息化在上海市医疗机构委托代煎管理环节的应用,并针对信息化建设的现状提出几点思考与建议。结果与结论:《上海市中医药条例》等相关法规文件,对医疗机构委托代煎管理提出探索信息化建设的要求;上海市各级医疗机构在处方传输、配送与煎药、质量反馈管理环节进行信息化探索与实践,对中药委托代煎的规范化具有重要意义,但也存在一些问题。建议从提升煎药操作人员素质与煎药系统智能化水平、保障代煎信息传输的安全、完善中药房代煎中药质量监管平台的建设与管理等方面进一步完善信息化管理。

      Objective: To provide references for improving the information-based management capacity and the supervision mode of traditional Chinese medicine (TCM) trust-agent decoction in the medical institutions. Methods: Based on the policy analysis and literature research related with the decoction service, the relative normative documents and regulations about the management of TCM trust-agent decoction service in Shanghai medical institutions were reviewed, and the application of the information technology in the management process of trust-agent decoction were analyzed. For the present situation of the informatization construction, thoughts and suggestions were put forward. Results and Conclusion: According to the relevant regulatory documents such as Shanghai TCM Regulations, the requirements for exploring informatization construction were put forward for the trust-agent decoction management of the medical institutions. The informatization of trust-agent decoctionmanagement process including the transmission of TCM prescriptions, the decoction and distribution, and the quality feedback management by the patients in Shanghai medical institutions were explored and practiced, which is of great significance to the standardization of trust-agent decoction service, but there are also some problems. It is suggested to improve the quality of decocting operators and the intelligentialization of decocting system, ensure the safety of trust-agent decoction information transmission and improve the construction and management of the quality supervision platform of trust-agent decoction, resulting in the further improvement of the information management of trust-agent decoction.
