| 目的：借鉴国外网售处方药监管模式的经验，为我国网售处方药政策的推行提供借鉴和思路。方法：通过文献梳理的方式总结美国、英国、德国在网售处方药监督主体、准入机制、产业建设与监督手段、患者权益四个方面的经验。结果与结论：国外完善的网售处方药监管模式对我国具有重要的借鉴意义，提出建立更加专业化的处方审核系统；规范网上药店资质；明确政府责任，建立网上处方药药品目录，严厉打击售卖假药、劣药行为；改革医院补偿机制，建立居民健康信息档案。 |

| Objective: To learn the experience of regulation mode of online sale of prescription drugs in foreign countries and provide references and ideas for the implementation of online sale of prescription drugs policy in China. Methods: The experience of online sale of prescription drugs in the United States, the United Kingdom and Germany was summarized by way of literature review in four aspects: the regulation subject, access mechanisms, industrial construction and supervision tools, and patients' rights and interests. Results and Conclusion: The perfect regulation mode of online sale of prescription drugs has important reference significance for China. It is suggested that a more specialized prescription review system be established; online pharmacy qualifications be standardized; government responsibilities be clarified, online prescription drug list be established, fake drugs and inferior drugs selling be severely punished; hospital compensation mechanism be reformed and residents' health information files be established. |
