| 目的：化妆品技术审评与行政审批程序是消费者安全使用化妆品的重要保障，借助技术力量进一步改进化妆品行政许可程序及监管模式，为化妆品审评审批改革及科学监管提供参考。方法：梳理目前化妆品审评审批现状，探讨借助以“互联网+”为背景的互联网平台，开展化妆品审评审批改革与科学监管的可行性及必要性。结果与结论：化妆品监管部门需积极应用技术手段，改革程序，创新监管，确保我国化妆品行业和谐发展。 |

| Objective: The procedures of technical evaluation and administrative approval of cosmetics are important guarantees for the consumers' safe use of cosmetics. With the help of technology, the supervision modes and administrative licensing procedures of cosmetics are further improved so as to provide references for the reform of cosmetics review and approval procedures and the scientific supervision.Methods: The current status of cosmetics review and approval as well as the feasibility and necessity of carrying out the reform of cosmetics review and approval procedures and the scientific supervision were analyzed on the "Internet Plus"-based Internet platform.Results and Conclusion: The regulatory departments of cosmetics need to actively make use of technical means to reform procedures and innovate supervision in order to ensure the harmonious development of cosmetics industry. |
