| 目的：比较美国、欧盟和加拿大短缺药品处理机制，为构建我国短缺药品供应保障机制提供借鉴与启示。方法：深入解读美国、欧盟和加拿大药品短缺相关政策与文献，梳理其处理机制构建思路，并比较分析其异同。结果：美国短缺药品处理机制比较成熟，欧盟和加拿大以此为模板，均以制度立法、统一管理为基础，确定了有效的发现方式、评价方式、评价内容并采取了"对症下药"的处理方式。此外欧盟的分层处理方式和加拿大对短缺信息的分类定级方式也值得借鉴。结论：国外药品短缺处理机制实施效果显著，我国可以其为模板构建相应保障机制。 |

| Objective:To compare the processing mechanisms of drug shortage in USA, EU and Canada, and to provide references and inspirations for the establishment of drug shortage supply guarantee mechanism in China. Methods:The relevant policies and literatures about drug shortages in USA, EU and Canada were thoroughly studied. The rationale of the processing mechanism and the similarities and differences were analyzed. Results:The drug shortage processing mechanism of USA was relatively mature. EU and Canada established the effective ways of discovering, evaluation methods, evaluation contents, and case by case processing mechanism based on system legislation and unified management according to drug shortage processing mechanism of USA. In addition, the hierarchical processing method of EU and the classification of the shortage information of Canada were also worth learning. Conclusion:The implementation effect of the foreign drug shortage processing mechanisms is remarkable which can be used as templates to construct corresponding safeguard mechanism for us. |
