| 目的：通过对欧美（英国、意大利、美国）和亚洲国家（日本、新加坡）及国内广州、成都的医疗卫生公共服务均等化实践进行全面比较和经验借鉴，提出其对我国医药领域供给侧改革的启示。方法：采用文献研究法、资料分析法及比较分析法。结果与结论：医疗卫生公共服务均等化的国内外实践对我国医药领域供给侧改革的启示主要有（1）医疗卫生公共服务的事权和财权界定清晰；（2）优化资源配置，保障基本医疗服务供给；（3）完善法律法规保障；（4）医疗卫生公共服务供给市场化；（5）赋予患者更多的自主选择权，加强公共服务质量监测。 |

| Objective: To put forward the enlightenment of the "supply side reform" of pharmaceutical field in China based on the overall comparison and experience of equalization of public medical and health service between domestic cities (Guangzhou and Chengdu) and European and American countries (UK, Italy, USA) and Asian countries (Japan, Singapore). Methods: Literature research, data analysis and comparative analysis were used. Results and Conclusion: Conclusions from domestic and international practice of equalization of public medical and health service to the "supply side reform" were as follows:(1) disposal power and fnancial power of public medical and health services were clearly defned; (2) allocation of resources was optimized to ensure the supply of basic medical services; (3) legal guarantee was consummated; (4) supply of the public medical and health service was marketized; (5) patients were given more self-choice right to strengthen the quality monitoring of public service. |
